A report on the action brought against the editor of the Monitor in relation to compliance with the Act in Council, clause 14. The clause provides that editors of newspapers must deliver a copy of each newspaper issue, signed by the editor and the proprietor, to the Colonial Secretary on the day of publication. Failure to do so incurs a penalty of one hundred pounds for each non-delivery. The crown claimed that E. S. Hall had failed in his duty on five separate occasions and was therefore liable to a fine of five hundred pounds.
