Accepted as the official journal of the CBC of Australia at the Annual General Meeting of October 1970. The banner was changed to reflect this from the January 1973 issue. Responsibility for production remained with the NSW Council.Commenced under new title from No. 70, January 1979 -

In issue No. 24, July 1966, Patricia Ward is noted as concluding her two year term of office as editor. In a short piece on Geoffrey Atkinson in issue No. 36, July 1970 (p. 57) the author states that '[the journal's]editorial standard was already high, thanks to the hard work of Patricia Ward who was editor for a number of years'.

In a speech give to the Children's Book Council of Australia 60th anniversary dinner, 21 September 2005, (published in Reading Time vol. 49, no. 4, November 2005, p.6-9) Maurice Saxby noted: 'The first edition in 1957 of a small bulletin, New Books for Boys and Girls was to evolve into Reading Time. It was edited by Hessie Smith; but actually she and I wrote the annotations between us.' (p.8)
