A detailed report setting out the various proposers' arguments in favour of establishing a School of Arts in Cairns. The mayor declared the proposal showed the people of Cairns were not totally absorbed in acquiring wealth, but were prepared to devote some time to 'higher and more elevating pursuits'. Having a place to study and read was essential to keeping up with the world and remaining informed about the thoughts and writings of the great men of the day.
The proposal was carried and £111.6s.6d was subscribed.
