  • 'Author's' note: Dear Atlas, the accompanying lines were found in the Council Chamber about a month ago. They were the cause of a quarrel between three members, who shall be nameless, each of whom charged the other with the authorship, and by each of whom it was denied. All I can say is 'Palmam qui meruit ferat;' or, in plain language, 'Let him whom the cap fits, wear it.' Yours, Hoke Poki.
