'The boys and girls in a little Dutch town are having a holiday ... everything is happy, until they start talking about the Burgemeester, who is a very cruel man ... the children all begin to worry about what they can do to help ... Min gets the idea of giving the Burgemeester such a fright that he'll turn over a new leaf altogether ... In the end, Grumpygrowl promises to be a better Burgemeester and to let everybody do everything they want.'
