  • Author's note: The arguments used against the establishment of an Australian Navy appear to be based on the assumption that her population will remain in the present state of stagnation; that her aggressive policy towards Asiatic powers is NEVER likely to bring her into direct conflict with them; that England will ALWAYS be able to protect Britain and everyone else, and that Australia should NEVER begin to help herself.
