'Carlton in the 60's and the Government wants those 'slums' cleared. A hotbed of crime, drinking and debauchery. On the other side of the world "visionary" architects are designing housing tower blocks one mile high. What's the answer? Send in the Housing Commission. The locals fought but the legacy remains.
