'The "killer" is a green motor-lorry which had struck the Permanent Secretary of the Home Office. It had been involved in other incidents which did not fail to impress a certain detective. He calls on the proprietor of the lorry service and meets strange people. In fact. he reveals a gang engaged in the handling of seditious literature. The gong had subtle influence in official circles us its endeavour to prevent the passage of legislation. The next permanent secretary is found wandering aimlessly and suffering from loss of memory. The detective finds that he has to deal with difficult people so that his exploits are marked by many an adventure before various perplexing problems are solved.'
