The Aboriginal Arts Board was founded on 3 May, 1973. The first appointed chairman was the author and artist, Dick Roughsey of Mornington Island. A press release from the Prime Minister stated :
'Aboriginals have been given full responsibility for developing their own programs in the arts under a new Government policy to revitalise cultural activities through the Australian Council for the Arts. Artists and craftsmen from remote centres, towns and cities have been appointed to the Aboriginal Arts Board of the Council' (Press statement)
