BiographyHistory

Herbert migrated from England to Queensland where he became a police officer. Herbert was a self-confessed police 'bagman', organising payments to other corrupt police. He turned informer during the Fitzgerald Royal Commission into police corruption and was granted immunity from prosecution in return for the information he supplied.
