Robert William Lowe grew up on the Framlingham Aboriginal Mission Station which was situated about twenty kilometres northeast of Warrnambool. He achieved recognition as a young man for his talents on the football field, played locally for thirty years and captained the Victorian Aboriginal side. Lowe has been actively involved in many community organisations, including the Warrnambool Gunditjmara Co-Operative and the Warn Gundidj Community Development Employment Project (CDEP) project. For many years he was the Aboriginal representative on the Community Justice Panel and is also involved in the Gunditjmarra Dance Group.
