Before the ABPA, there were two local associations in Sydney and Melbourne - the New South Wales Publishers Association and the Victorian Publishers Association. These associations merged to form a national body, whose membership was - and still is - open to any person or company engaged in publishing in Australia, regardless of size or nationality of ownership.'
