Younger brother of Nettie Palmer. Between 1936 and 1950 Higgins taught university-based extension programs in Launceston, Auckland, Newcastle and Sydney. From 1951 to his death he was assistant director, Dept. of Tutorial Classes, at the University of Sydney.
