A Bachelor of Arts graduate from the University of Melbourne, Tor Roxburgh spent three years working in a women's refuge that 'offered shelter exclusively for women and children escaping domestic violence'. Drawing on this experience, Roxburgh wrote Taking Control: Help for Women and Children Escaping Domestic Violence (1989) and co-wrote Empowering Women After Violence: From Survival to Strength (1994). She was also a co-author of The Book of Weeks: Your Baby's Development from Conception to Birth (1996).
However, Roxburgh's authorial output has been predominantly in the genre of romance writing. Publishing under various pseudonyms, she has produced numerous novels which are intended for a readership of young adults. Roxburgh is the sister of Rod Usher (q.v.).
