Porter completed a Bachelor of Arts degree with honours at Flinders University, a Master of Science degree with distinction at the London School of Economics and Political Science, and a Doctor of Philosophy at Macquarie University. He has also written and published articles on the roles and responsibilities of government, Aboriginal policy, and gardening.
