Bill Warnock immigrated with his family from Scotland in 1948, having been an evacuee from Glasgow during the Second World War. He arrived in Western Australia with his parents at the age of 14 and the family settled in Mundijong, south of Perth. Warnock attended Perth Boys School, a three hour train journey each day, and was later employed in a bank. In the 1970s he established an advertising agency and gained his training in fantasy as a copywriter. He studied for an Arts degree at the University of Western Australia. Warnock married Diana Robinson (Diana Warnock q.v.), a journalist, feminist and member of State parliament and they travelled extensively overseas. Bill Warnock was passionately involved in CityVision, an organisation promoting discussion about cultural, artistic and heritage issues relevant to Perth. He was a longstanding member of the governing body of Perth's annual arts festival and for several years, chairman of the Film and Television Institute.
