Born of Latvian parents, Peter Putnis graduated from the University of Newcastle and the Australian National University. He lecturered in Literature at the Darling Downs Institute of Advanced Education (now known as the University of Southern Queensland) and was Pro Vice-Chancellor (Communicaton and Education) at the University of Canberra (January 2005).
