Born in Canberra, Phillipa Burgess was raised on the Central Coast of New South Wales. She gained a Welfare Certificate from the Canberra College of T.A.F.E. and a BA from the Australian National University. Burgess spent nearly a decade in the Australian Army and has also worked as a welfare officer, special education assistant and social therapy aide.
