Ian Downs was educated at Geelong Grammar and naval college. In the 1930s he worked as a Patrol Officer in Papua New Guinea, served in the navy during World War Two and became a District Commissioner in the 1950s. In 1956 he left the administrative service to grow coffee in the Eastern Highlands of Papua New Guinea.
