In January 2007, Vincent Bulger received an award for his service to the community of Tumut Shire. He actively promoted Indigenous culture, tradition and reconciliation. Bulger's appreciation of the environment and his assistance to the elderly made him prominent in his community. He was the first winner of the annual New South Wales Premier's Senior's Achievement Award in 1997. Bulger has demonstrated a lifetime of commitment and dedication to helping others, organising housing, transport and shopping for older Aboriginal people. He has conducted discovery walks for the National Parks and Wildlife Service and is an entertaining story teller. Bulger is a foundation member of the Tumut Shire Aboriginal Liaison Committee. Vincent Bulger is the son of Violet Josephine Freeman Bulger and is the father of Sue Bulger (q.v.) and the brother of Agnus Shea (q.v.).
