Val Merrick was born on Karuah Mission in 1943. Her mother was Drucilla Russell and her father was Stanley Lilley. Her father and grandfathers were fishermen and oyster catchers. In her teenage years, Merrick's mother moved the family off the mission in hopes of giving the family a better life.
