Gloria Arrow's grandfather was taken from the island of Aoba, New Hebrides, to work in the Queensland sugar industry. Arrow worked for the Cook family of Balnagowan and Greenmount (large pastoral properties at Mackay, Queensland) as a domestic. She was soon unofficially adopted by Tom and Dorothy Cook.
