Raised in Brisbane, Peter Cook trained in acting at the Victorian College of the Arts, before returning to Brisbane and becoming head of acting at the Aboriginal Centre for Performing Arts in Brisbane. Not himself of Aboriginal heritage, he nevertheless participated in the development of Cunnamulla Dreaming, a documentary exploring the making of a play in a remote Queensland town.
