In his first lecture to the Mechanics' School of Arts in Sydney, William a'Beckett draws attention, in his opening words, to the lack of a class of people in the colony with 'a taste for the refined and the beautiful'. As a consequence, he declares, there is no periodical literature in New South Wales that supports and fosters the arts.
